The meeting was called to order in the Council Meeting Room, by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Lance DeLissa, Cliff Hailey, Ed Dye and Chris Hartnett with Richard Knott absent. Also present were: City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Denice Kuhns, Jim Woodruff, Mike Gillen, Kalani Spurgeon and Renee Bertholf.

First on the agenda was the utility hearing. Two people were given extra time to pay their bill.

The August 10th, 2009 minutes were approved as corrected.

Old Business:

Mayor asked Cordes if the scada system has been completed, Cordes reported that the dedicated line project is now complete. DeLissa asked what do we have to do next, the NE corner is done and there was more to do on the west side to finish. Cordes said the list from Mid States has all been completed. Cordes said the only thing left is adding a few capacitor banks.

Neel presented the Burn Ban resolution for the Councils review. The Council would like Neel to change some wording and ask the City Attorneys opinion on the violation of provisions concerning the amounts to be penalized if a citizen does not abide by the regulations.

Mayor asked Neel what was left to do on the City wide survey. Neel said she has all the envelopes stuffed and just needs to address them and mail them out.

Mayor asked Cordes if the cat cages have been assembled and if the shelter has been finished. Cordes replied that the cages are put together and we just need to buy food and water pans and liter boxes.

Neel presented the corrections on Ordinance 816 for the Council to consider:

ORDINANCE 816

AN ORDINANCE OF THE CITY OF MEADE, KANSAS, RELATING TO DOGS AND CATS; REQUIRING ANNUAL REGISTRATION AND THE PAYMENT OF CERTAIN LICENSES AND FEES THEREFORE; ESTABLISHING REGULATIONS PERTAINING TO THE KEEPING OF THE SAME; PROVIDING FOR THE VIOLATION THEREOF; AND REPEALING ANY ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH.

DeLissa made a motion to approve Ordinance 816, seconded by Dye with all in favor.

Mayor was asked to watch the lifeguards at the City pool so he went 3 different times last week. Mayor said he noticed a difference when the 2 managers were on duty. He also had one lifeguard ask if the Council would consider buying a smaller lifeguard stand to place on the east side of the pool. The benefit of another stand would help the lifeguards to see directly down in the water and would also prevent others from visiting with the lifeguards while they are on duty. Cordes wanted to let the Council know that the managers do keep a chlorine record on hand daily. DeLissa asked if there have been spikes in the chlorine or if the machine was out of whack. Cordes said the chlorinator was having problems. Woodruff went on to explain how the chlorinator and computer system works together.

Mayor asked the council to approve his appointments of Sandy Borger to the planning committee to replace Cherie Schnelle and Josh Neel to the recreation commission to replace Cheree Cordes. Hartnett made a motion to appoint Sandy Borger to the planning committee and Josh Neel to the recreation commission, seconded by Hailey with all in favor.

New Business:

Cordes gave an update on the “Public Square”. He stated that the committee needs to raise $4,500 and they will be going around town to ask residents for a small investment. Dye asked where it was headed and what will it do for the town of Meade. Cordes said “basically it will help the 3 cities set goals and meet these goals”. The name of the committee is Positive Pursuits.

Cordes reported that the City is putting in electric and water hook-ups for WL Dirt on Post St., the owner knows that the City will want to eventually annex the company into town.

Cordes reported that well #5 on Blaine St. is not producing water at all. He is not sure what is wrong but the well needs to be pulled and it could get pretty expensive to repair. In well #7 the motor has burnt up. We are down to 5 wells producing water and we also need to get in compliance with the State on rebuilding the well houses.

The LKM has sent a letter to the Council asking if they would like to have a voting delegate for the League. The consensus of the Council is to have Cordes as the delegate and Doerflinger as the alternate delegate.

Cordes asked the Council to consider buying a new forks for the small John Deere tractor. The purchase price would be around $1,000. DeLissa wanted Cordes to check on what kind of weight capacity it would hold.

Neel presented a cereal malt beverage application for the Council to consider on the new convenient store The Snappy Shop. Dye made a motion to accept the retail cereal malt application for Tom Kuhns, seconded by Hailey with all in favor.

Neel told the Council she has information on the collection agency that was approved last year. The company requires the person to live in the State of Kansas and the agency will get 18.4% of the debt collected. There are 2 more companies that will contact Neel in September.

Dye was approached by a citizen and asked if the Council would consider putting a term limit to 3 terms on the Council members to get more people involved to run for at election time. Hartnett said he is not opposed to it. Dye said he would like to see a few of the older Council members stay on and keep a mix of younger and older members.

Mayor’s Report:

Mayor has put an article in both papers about the police department concerning the traffic violations and concerns about the safety of citizens and kids in the city. The Council has asked the officers to do their jobs and write tickets to those who disobey, citizens as well as those traveling through the city. He has also had citizens call him to see if the Mayor could get their ticket dismissed. The Mayor does not have any authority on how the tickets are handled. He wanted to let the citizens know a word of advice “watch your driving”!

The July Treasurers Report was approved as presented.

With no further business to come before the Council Hartnett made a motion to adjourn, seconded by Hailey with all in favor.
