Meade, Kansas
The meeting was called to order in the Council Meeting Room, by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Lance DeLissa, Cliff Hailey, Ed Dye and Chris Hartnett. Also present were: City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: John Sirhall, Denise Kuhns, Jim Woodruff, Russell Ohnick, Ryan and Samantha Robbins, Mike Gillen and Dave Winter.
John Sirhall with Airport Development Group was here to talk about the airport project bids. Mid Plains Constructions bid was non responsive. JAG had 2 items they omitted and will complete at no cost. DeLissa asked if Mid Plains would be able to fix their bid, Sirhall said no. DeLissa asked if we could throw them all out and start the biding process over. Sirhall said we have a time limit for the bids to be completed and that would put us behind. Knott asked who did our last construction at the airport, Cordes said Dobson Brothers. Cordes said if we want the project started this year the Council needs to make a decision. Knott made a motion to accept the JAG bid in the amount of $341,739.75, seconded by Dye with all in favor.
Mayor said there was a problem with loud music on Friday night at Cruisers Sports Bar. Mayor has discussed the issue with Curtis Campbell, City Attorney, and he will get things ready to present at the next meeting.
The May 26th, 2009 minutes were approved as corrected.
The Appropriation Ordinance dated June 8th, 2009 in the amount of $270,843.66 was approved on motion made by DeLissa, seconded by Hailey with all in favor.
Building Permits #9020, #9021 and #9022 were approved on motion made by Knott, seconded by Dye with all in favor.
Mayor asked the Council what they would like to do about the cement pile west of town. Mayor said we can charge them rent and asked how much the Council would like to charge. DeLissa asked if $400 a month was good. Dye said we need to push the issue. Cordes will get with the City Attorney to see if a minimum of $400 will be good.
Neel said she had talked to Janet Hale, County Clerk, about the updated EMS Interlocal Agreement and the County has sent it to their lawyer to look over. Hale will get back with Neel after the next County Commissioners meeting.
Mayor asked if Cordes had a price for the construction of fixing the street between Springlake and Grant. DeLissa asked what we were going to do. Mayor said we want a price to see if the citizen that is tearing up the street will pay a portion of it. Cordes said he was going to check with the City Attorney to see if we should change the Ordinance on weight limits.
Neel presented prices for cat cages to be put at the old sewer plant building. Cordes said we have to do some cleaning, move the Christmas decorations out, cover or remove the breaker boxes and caulk around the floor to the basement before we can put the cats in the building.
Cordes reported that the airport runway lights have been fixed. Dye asked what they did to fix the problem. Cordes said they ordered 2 control boards. Hartnett asked if we updated the boards, Cordes replied no. Hartnett asked if there were other things that needed fixed, Cordes said he was hoping to work that into the next grant.
Cordes told the Council that the engine they have been discussing for the power plant has been sold to another City and the other 4 engines may have sold to Fairbanks Morse.
Neel presented 3 quotes for rubber mulching for the playground area. RubberRecycle had a bid of $1,380.00, PRM had a bid of $1,873.00 and Sterling West had a bid of $2,742.00. Dye asked if we could get an approximate measurement and ask if they would send us a sample.
The Financial Committee meeting has been set for Tuesday June 16th, 2009 at 6:30 P.M.
New Business:
Neel asked the Council what day they would like to close the office since the 4th of July falls on a Saturday, they agreed to Friday the 3rd.
Knott asked if anyone has seen the Plains community board, he would like Cordes to get some prices on one for the next meeting. Dye said it would be a good way to promote Meade.
DeLissa said he has had some complaints on the City pool being too cold. Cordes said he has received a quote for getting a heating system installed. This would include a heater, piping to the system, a concrete pad and fence around it for $43,000. That does not include the gas line hook-up and the monthly gas charges. Cliff asked if that was the only type of heating they offer. Cordes said they did not discuss other options. Cordes will get more information for solar panels.
Dye wanted to thank the City guys for putting in the City electrical lines. Cordes said J&J was going to install the poles at the plant but our linemen got it done and saved the City money. Cordes said now Mid States needs to finish their part.
Hartnett asked the Mayor how many hits the website is getting and if the Council could see a report on all the Police calls that come in to the Sheriffs office for the City.
Hailey said he has had some complaints on the pool hours between 6:30 P.M. and 7:30 P.M. There were complaints that it was not enough time and wanted to know if the hours were going to change. Cordes said the hours will change in the month of July to 8:00 P.M. Hailey also noticed that there was a line down in the Alco parking lot after the poles were changed from the snow storm. Cordes replied that it was the Cable Companies line.
Knott asked when the Eco Devo property was going to be cleaned up. Cordes replied that he has recently walked through the property with Rodger Degarmo and there is still a lot of work to do. Degarmo is the only person cleaning it up so it will take some time. Cordes said we did agree to tear it down and we can still do it because it is a government owned property. Dye said we need to push the issue. He said we can’t bend to rules for one person. Cordes said he would have to send a letter and a copy of the Ordinance that tells him he has so many days to comply. Knott asked what is being done about the property on Carthage, Cordes said it will go on the tax sale and the owner will have to comply with our standards on fixing the building.

Mayor just wanted to remind everyone that the Ranch Rodeo and County Fair will be coming up soon.
With no further business to come before the Council a motion was made by DeLissa to adjourn, seconded by Hailey with all in favor.
