April 26, 2010 City Council Minutes
Meade, Kansas
The meeting was called to order in the Council Meeting Room by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Lance DeLissa, Edward Dye, Chris Hartnett and Cliff Hailey. Also present were City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Melissa Elliott, Barbra Manis, Mike Gillen, Robin Hollis, Tom Kuhns, Jim Woodruff, Frances McFadden and Rodger DeGarmo.
First on the agenda 5 people were given an extension on their utilities.
Rodger DeGarmo was present to ask the Council if they would consider giving a pledge to have a county assessment analysis for housing projects in Meade County. DeGarmo is going to each city council and asking for a pledge to try and raise $9,000. Black Hills energy will commit to a grant for the analysis. DeLissa wanted to know who would use the information. DeGarmo said the city, planning committee, any developer that wanted to come into the county and anyone that wanted to look at the information. DeLissa asked where the company would get their information. DeGarmo said from the last census. No action was taken.
The April 12th, 2010 minutes were approved as corrected.
Building permits #10011 and #10014 were approved on motion made by DeLissa, seconded by Knott with all in favor.
Old business:
Cordes handed out information for the cost of putting in service to everyone on the map that the city is looking at annexing. After the engineering, inspection, bonding, administration and surveying along with the cost of the sewer, water and electric lines the total would come to over $1 million. The Council agreed to look at the information passed out and talk about it at the next meeting.
Mayor asked if Cordes has talked to the business owner that wanted his lot graded. Cordes said he has talked to the land owner but they have not decided what needs to be done at this time.
New Business:
Cordes was approached by the librarian and asked if the 2 doors on the south side of the library can be replaced because the west door will not lock properly and the tile in front of the doors is coming up. Cordes presented 2 bids for the doors and 2 bids for the tile work. Dye made a motion to approve the bid from Southwest Glass and Door in the amount of $3,513 and the bid from J&M Paint and Decorating for the tile work in the amount of $848.90, seconded by DeLissa with all in favor.
Cordes received a paper from KMEA asking that the Council approve him to be a voting alternate member for the City. DeLissa made a motion to approve Cordes a voting alternate member seconded by Hartnett with all in favor.
Cordes told the Council that the 60 day notice is coming due on April 28th for the condemnation on the house on Cedar and Belle Meade. Cordes is to put a bidding process in the paper for anyone that wants to buy the house and move it off of the property.
Neel told the Council that Steve Rice with Hays Rice & Associates will be here to conduct the audit next week.
Neel presented the pool policy changes to the Council for their approval. DeLissa made a motion to approve the pool contract, seconded by Hailey with all in favor.
Mayor’s Report:
Mayor said OK Kids Day is May 1st and they are looking for volunteers to help with the process.
Mayor has had several people complain about the wood piles and trailers on the property at Cedar and Belle Meade.
DeLissa told the Council that we had a financial committee meeting last week and discussed the general fund declining, upgrades to the equipment fund and changing the rates for the properties outside of the city limits that do not want to be annexed.
Knott asked the Council if they would approve a donation to help buy supplies for the beautification improvement to the downtown area. DeLissa made a motion to approve $500, seconded by Hartnett with all in favor.
Dye asked Jim Woodruff if they have decided on a locater for the city. Woodruff said yes they have bought one for about $3,700.
Cordes said that the Positive Pursuits Committee will be having a community conversation on May 8th at 6:00 at the Fairgrounds if anyone would like to come and visit.
DeLissa made a motion to go into executive session for land acquisition for 10 minutes, seconded by Knott with all in favor. After executive session no action was taken.
With no further business to come before the Council Hailey made a motion to adjourn seconded by DeLissa with all in favor.
