The meeting was called to order in the Council Meeting Room by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Lance DeLissa, Edward Dye, Chris Hartnett and Cliff Hailey. Also present were City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Trish Jackson, Loren Borger, Dane Parcel, Mike Gillen, Jim Woodruff and Tom Kuhns.

First on the agenda Police Chief Loren Borger asked to go into executive session for 10 minutes. Hartnett made a motion to go into executive session for personnel matters of non-elected personnel for 10 minutes, seconded by Hailey with all in favor. After executive session the Council gave Borger the approval to hire a replacement officer for Dale Dixon.

Dane Parcel was present to discuss the Meade swimming pool agreement. Parcel would like to close the pool on the day before school starts this year. The Council asked Neel to add a salary amount to the agreement and also state that the City will pay the lifeguards. The agreement will be presented at the next meeting.

The March 22nd, 2010 minutes were approved as presented.

Building permits #10005, #10006, #10007, #10008, #10009 and #10010 were approved on motion made by Hailey, seconded by Hartnett with all in favor.

The April 12th, 2010 Appropriation Ordinance in the amount of $295,143.71 was approved on motion made by Knott, seconded by Hailey with all in favor.

Old Business:

The seconded phase on the west side of Hwy 23 has started. DeLissa said we need to make repairs to the pavement in front of the Fowler State Bank where the sidewalk has been repaired. DeLissa stated there is also a pot hole on North Hart Street that the City needs to repair.

Cordes said he has talked to Joe Mertens with the Cemetery Board and the board has agreed to pay for the supplies and rental equipment to replace the water line to the Cemetery if the City will supply the labor.

Neel reported that the downtown cleanup committee has 3 more volunteers on the committee.

Discussion was had on Ordinance #820 referring to zoning regulations. It was the consensus of the Council to have the planning committee look at the ordinance before it is passed.

Cordes presented a quote from DV Douglass Roofing for repairs on the Library roof. Knott made a motion to accept the quote for a sloped roof in the amount of $52,695, seconded by Dye with all in favor. The insurance will cover $44,066.96 of the cost.

New Business:

Cordes received a letter stating that it is time to reappoint a board of directors for KMEA Director #2. DeLissa made a motion to reappoint Edward Dye, seconded by Knott with all in favor.

Cordes was approached by Lance Boyd with KMEA about purchasing Grand River Dam power from June through September. Cordes said he would like to see Joe Hertz with Sawvel & Associates work on this project. DeLissa made a motion to hire Joe Hertz with Sawvel & Associates, seconded by Dye with all in favor.

Cordes reported that our line locator is not working and it is over 30 years old. To repair the locator it will cost $1,767. Cordes said Metro Tech with be here this week to demonstrate a new machine. Knott told Cordes to use his judgment and buy a machine with the rest of the Council in agreement.

Neel told the Council that the interest rate she was offered by Fowler State Bank at the last meeting was not correct. They offered 2.1% but it should have been 1.5% for public funds. It was the consensus of the Council to keep the CD’s at Plains State Bank with the interest rate of 1.9%.

Neel said she has spoken to Jerry McKenzie with MGT of America about the rate study information the Council asked for. McKenzie sent 3 pages of references to contact. The Council asked Neel to contact a few cities and ask if they are satisfied with MGT of America.

Mayor’s Report:

Mayor wants to encourage everyone to fill out their census information and mail it back.

Mayor was contacted by a citizen and asked if the City would sell the drainage ditch property on the 600 blk of North Hart so the citizen can maintain it. Neel is to ask the attorney if the City can sell it.

Knott was approached by a business owner and asked if the City could grade his parking lot. The Council said to have the City guys look at it to see if it is feasible.

Hartnett wanted to encourage the citizens to contact their Representatives and ask them to vote for changing the Kansas State Constitution.

With no further business to come before the Council, Hartnett made a motion to adjourn, seconded by Hailey with all in favor.
