March 22, 2010 City Council Minutes
Meade, Kansas
The meeting was called to order in the Council Meeting Room by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Lance DeLissa, Edward Dye, Chris Hartnett and Cliff Hailey. Also present were City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Bonita Neal, Mike Gillen, Deanna Burkhart, Janice Wiens, Heather Moore, Jim Cruise, Karen Crum, Tom Kuhns, Loren Borger and Jim Woodruff.
First on the agenda 4 people were given an extension on their utilities.
Police Chief Loren Borger presented the police report for the Council to review. DeLissa made a motion to go into executive session for personnel matters of non-elected personnel for 10 minutes, seconded by Dye with all in favor. After executive session the Mayor said a police officer has resigned and Borger is looking to fill the position.
Deanna Burkhart with Black Hills was present to ask if the Council had any questions or concerns about Black Hills. Burkhart stated that the company will be doing a capital project in Meade to replace a few main gas lines. This project should start in July, 2010.
Janice Wiens with MSB Financial Service presented her insurance quote for the 2010 year for the cities land, liability, equipment and vehicles. Knott made a motion to approve the quote from EMC Insurance for the amount of $106,735 seconded by Hartnett with all in favor.
The March 8th, 2010 minutes were approved as presented.
Building permit #10004 was approved on motion made by Hartnett, seconded by Hailey with all in favor.
Old Business:
Cordes said Bob Vincent with Ground Water Associates has looked at Well #5 and he has started the process. Vincent also stated that the new well will have to be 50 feet from the old well so the city might have to buy property. Dye asked if the new well could be put at the airport seeing as the city already owns that land. Cordes said that is a possibility but we would have to build a new well house and tie into the water line it might not be cost efficient.
Mayor asked if the Council would like to pass Ordinance #820 concerning building permits. Neel is to contact the City Attorney and ask questions about demolition and removal. Discussion will be had at the next council meeting.
Cordes said he had 2 companies look at the Library roof for repairs. DV Douglas and Fred Boyd have both looked at the roof. Boyd said he will not put a metal roof on the building because of the design of the roof. DV Douglas said they would pull up the foam roof, put 2 inches of insulation down and put a coat of tar and rock. Cordes also said the center and east side of the Library roof will get a top coat put on it and it will be covered by insurance. No action was taken.
Neel told the Council that she had talked to Sarah Lewis about using the Girl Scout Cabin in the summer months for her flower business and Lewis has decided not to use the cabin. Lewis will inform the Council if she changes her mind.
Neel presented a license agreement for the mini park to be used by the Crain’s to tear down their building on the west side of the mini park. Cordes is to have the Crain’s look at the agreement and bring it back to the next council meeting.
Neel received a letter from Dane Parcel and Bobbi Rogers to ask if they could run the City pool for the summer of 2010. Parcel asked if the pool could possibly close the day before school starts instead of Labor Day. The consensus of the Council was to approve Parcel and Rogers to operate the pool for 2010 but they would like to discuss the contract with both of the managers.
Neel said there are 2 CD’s coming due this month and asked the Council if they would like to move the CD’s to a different bank with a better interest rate. It was the consensus of the Council to move the CD’s to Fowler State Bank with an interest rate of 2.25% for 12 months.
Neel presented a rate study information sheet that she had received from the last City Clerks Conference in March. Neel asked if the Council would like the company to come to a council meeting and talk about the benefits of the study. The Council asked Neel to contact the company and have them make a visit.
Mayor’s Report
Mayor talked to the Council about the possible change in city election dates. The State is trying to change the city election date from April to November which would change the dates from odd years to even years.
DeLissa handed out a print out for a traffic data acquisition and analysis system to track how many speeders we have during the day and at what times they are speeding the most. This would give the officers a good idea of when they should patrol the most during the day or night. DeLissa also asked if the city could bulldoze out a pit at our old land fill and bury all of the demolition from the buildings we will tear down. Cordes is to check into the situation.
Hartnett asked if setting a term limit on the years you can run for Council has been dropped. He thinks there should be a 3 term limit. Knott said we can put a term limit on it but the next Council can come in and change it.
Knott made a motion to go into executive session for confidential data relating to financial affairs for 10 minutes seconded by DeLissa with all in favor. No action was taken.
With no further business to come before the Council, DeLissa made a motion to adjourn seconded by Hartnett with all in favor.
