The meeting was called to order in the Council Meeting Room, by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Chris Hartnett, Lance DeLissa, Cliff Hailey and Ed Dye. Also present were: City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Mike Gillen, Tom Kuhns, Jim Woodruff and Tom Rickard.

Our special guest was Mark Boumansour with NexGen Energy Partners LLC. Mark presented his proposal to the Council for wind energy turbines and answered any questions the Council and the public had for him.

Neel updated the Council on the dates and regulations the City has to follow to get the sales tax papers prepared for the election. DeLissa made a motion to write up a resolution for the increase in City sales tax stating that additional revenue is needed to provide an adequate level of public services within the City, that property tax increases should be avoided if possible and that such other governmental purposes as may be in the best interest for the City be approved. Hailey seconded with 3 in favor and 2 opposed, motion carried. Jae Lee was present to represent Curtis Campbell. Jae will be getting a resolution drawn up for the increase in sales tax coming out on the ballot for the April elections.

The January 26th, 2009 minutes were approved as presented.

The Appropriation Ordinance dated February 9th, 2009 in the amount of $351,062.62 was approved on motion made by Knott, seconded by Hailey with all in favor.

Building permit #9002 was approved on motion by Knott, seconded by Hailey with all in favor.

Old Business:

Cordes asked the Council if the City could stop funding the 74 fund for 3 months to pay for all new electric meters for the City of Meade. DeLissa made a motion to buy all electric meters and 100 water meters, seconded by Hartnett with all in favor.

Mayor updated the Council on our new website. The City now has a domain name and will hopefully be up and running by the end of the week.

Cordes updated that the City should have 1 bucket truck and 1 tractor coming out for the men at the end of the week to test drive.

Neel updated that the City was approved for a City credit card.

Mayor told the Council that the City is back to square one with the cat situation. Dr. John Thomas will no longer be housing the animals for the City. Neel is to look into regulations on having a cat housing facility. The Mayor formed a committee to keep on top of the situation.

New Business:

Cordes presented an illustration on the zoning set back that John Riggs has provided to the City. DeLissa would like to know what kind of appeals the Board of Zoning Appeals can grant.

Cordes asked the Council to give permission to use available funds from the 22 fund to help pay for an airport grant if we are approved. The grant will be used to pave an access road at the airport for EMT emergency use. It will also be used to reconstruct the highway entrance and put up a chain link fence around the premises. Knott made a motion to approve the grant application, Harnett seconded with all in favor.

Neel asked the Council to give an idea on what to start the part time help at. Knott told Neel to use her judgment based on the experience of the individual.

Neel presented a credit card use policy to the Council. DeLissa asked to make one correction and add the policy to the handbook.

Mayor’s Report:

Mayor was asked by the Chamber of Commerce to have a City employee start coming to the Chamber meetings. Mayor suggested if he could not make one of the meetings that Cordes would try to be present.

Mayor said that there are some concerned citizens that would like to know if the City could provide semi truck parking. There are semi’s parking in the streets and on private property late at night and the citizens would like it to stop. The Council had no solution at this time.

With no other business to come before the Council a motion was made by Knott to adjourn, seconded by Hartnett with all in favor.
