January 26, 2009 City Council Minutes
Meade, Kansas
The meeting was called to order in the Council Meeting Room, by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Chris Hartnett, Lance DeLissa and Ed Dye. Also present were: City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Mike Gillen, Tom Kuhns, Jim Woodruff, Chris Higgins and Heather Moore. Councilman Cliff Hailey absent.
First item on the agenda was the utility hearing. Two customers were given additional time to pay their utility bill.
The delinquency report was reviewed and will be handled as usual.
Chief of Police Loren Borger presented the monthly police report for the Council to review. Hartnett asked if we should look at getting a new police truck. No comment was made.
Meeting was adjourned at 7:09 P.M. to move to the Meade County Fire Station. George Martin requested that the City look at installing 2 new 10 foot doors and 1 new 12x14 foot door on the East side of the Fire Station. He would also like to have new lighting installed, the estimate for the lighting would be $2,650.00.
The meeting was called back to order in the Council Meeting Room by Mayor Bud Doerflinger at 7:32 P.M.
The January 12th, 2009 minutes were approved as presented.
Building permits #8049 and #9001 were approved on motion by Knott, seconded by Hartnett with all in favor.
Old Business:
Cordes stated that the material for the dedicated electric line should all be here by March and Mid States will put in the breaker.
Neel updated Council on the new handheld system. There were a couple of electric meters that would not read automatically but everything else went really smooth. The meter readers were able to read all meters in 1 day with 3 handhelds which has cut their reading time in half.
Cordes presented the updated safety policy to the Council for approval. The policy was approved as presented.
Mayor updated the Council on the progress of the City of Meade Website. He notified the Council that the website should be ready to put on the web this weekend. Delissa presented the updated policy change for computer use in the City of Meade policy handbook. Hartnett made a motion to adopt the modified corrections, seconded by Dye with all in favor.
Mayor asked the Council if they would like to approve the donation to the walking trail presented by Darcy Golliher at the December 22nd, 2008 meeting. Cordes informed the Council that the City will be paying about $1422.00 for 3 light poles and 6 lights installed. Council asked Cordes to look into a lighting grant from the USDA. No action was taken on the sidewalk request.
Neel presented a contract for the Council President and Mayor to sign for the City to get a City of Meade credit card. Delissa made a motion to approve the purchase, seconded by Dye.
New Business:
Cordes requested the Council think about getting more storm sirens this spring. Blue Valley public Safety will give the City the same price that we bought the last sirens for in 2008. He will be getting quotes from other companies to see if they compare.
Neel received a letter requesting a donation to the Meade After Prom Party. Knott made a motion to approve $250.00, seconded by Dye.
Neel presented to the Council information from Pre-Paid Legal Services, Denise Spurlock would like permission to come speak to the Council. The Council was not in favor of the presenter to come to the next meeting.
The Council reviewed the December, quarterly and yearly treasurer’s report prepared by Vera Robertson City Treasurer.
Dye has received a phone call about cat problems in a certain part of town. Mayor is to get with Doc Thomas to discuss what we can do to make the situation better.
Mayor’s Report:
The Mayor asked the Council to consider raising the sales tax with the upcoming election.
Delissa made a motion to go into executive session for personnel matters of non-elective personnel for 15 minutes, seconded by Hartnett. After executive session a motion was made by Knott to approve a merit raise that was discussed in the January 12th, 2009 meeting effective January 16th, 2009, seconded by Dye, with all in favor.
With no other business to come before the Council a motion was made by Hartnett to adjourn, seconded by Dye with all in favor.
