The meeting was called to order in the Council Meeting Room by Mayor Bud Doerflinger at 7:00 P.M. Council members present were: Richard Knott, Lance DeLissa, Edward Dye, Chris Hartnett, and Cliff Hailey. Also present were: City Administrator Dean Cordes and City Clerk Tiffany Neel. Visitors were: Bobbi Allison, Bonita Neal, Jamie Tettleton, Mike Gillen, Glen Dalgarn, Duane Hitchcoch, Loretta Higgins, Tom Kuhns, George Martin, Loren Borger, Cathy Reid and Jim Woodruff.

First on the agenda 7 people were given an extension on their utilities.

Police Chief Loren Borger was present to hand out the police report. Borger asked if the Council would think about any community service work the boy scouts could work on when the weather warms up.

Fire Chief George Martin asked the Council if the fire department could put in a new garage door at the fire station. It would be a 22 x 14 door and would cost $7,694. DeLissa made a motion to approve the quote for $7,694 from F&B Manufacturing seconded by Hailey with all in favor.

Joe Herz with Sawvel was present to discuss lengthening the contract time the City has with CMS. Herz also talked about options on getting credit for the energy that the power plant generates.

Mayor asked if the Council would like to discuss the Cemetery water line or wait. Knott said it would be smart to replace the pipe line. Cordes said the Cemetery board would rather replace the line then have to go through with all the paper work it would take to drill a well. Dye said he thinks that digging a well is the best way to go. DeLissa asked Cordes if he could get a quote to trench in the water line.

The January 11th, 2010 minutes were approved as presented.

Building permit 10001 was approved on motion made by DeLissa, seconded by Hartnett with all in favor.

Cordes presented a cost per hour for John Riggs to complete the annexing project. Riggs charges $80 per hour for his service or $47 per hour for his support staff to work on the project plus travel expenses one way. DeLissa said he came up with a figure to oil and chat the City streets per customer and the figure came to about $300 per household per year. This price does not include snow plowing or cleaning the streets.

Cordes told the Council he had a meeting with a representative for KRWA to talk about the Cities water rights. Overall, the water rights are good but the representative would like to try and reconstruct the rights for each individual well. He said we can proceed in what ever direction the Council would like to go with fixing Well #5. DeLissa asked Cordes if he could get a couple more bids for the installation of a new well.

Neel presented an ordinance for the downtown clean up. Dye wanted to know who would enforce the ordinance. He went on to say that there are a lot of old buildings downtown that need fixed, he stated nobody will pass this ordinance. The Council will review the ordinance and get back with Neel to give their opinions on changes.

Mayor asked if the Council wanted to make a decision on buying a new lifeguard stand before summer starts. Cordes told the Council that our City crew could make one for about $500 less than it would cost to buy one. The Council told Cordes to have one made.

Cordes told the Council he has a cost on what it would take to rebuild the shelter house at the Park. The concrete would cost about $1,500 and the building would cost about $6,800. It would be slightly larger than the old shelter house but Cordes was concerned about the general fund being too low. Cordes is to get prices on fixing the Park restrooms as well.

New Business:

Cordes said the KRWA would like the City to have a source water protection plan done to look at places where contamination could occur in our ground water. KRWA would provide the service for free. It was the consensus of the Council to proceed.

Cordes asked if the Council would like to update Ordinance 618 concerning the building permit regulations. Knott asked if Cordes could order the 1997 Edition of the Uniform Building Code.

Cordes asked if he could order 100 ¾ inch water meters and 10 1inch water meters. DeLissa made a motion to approve the water meters seconded by Hailey with all in favor.

Neel asked the Council if the City could have a vet clinic scheduled for March 6th, 2010 and if the City would still pay $3 for every rabies vaccination and give a free tag to each animal. The Council agreed to have the clinic.

Neel asked if Vonda McCulloch could go to the Municipal Court Clerk meeting scheduled March 25-26. The Council approved.

Neel asked if the Council would like to donate to the After Prom this year. Hartnett made a motion to approve $100 in Chamber bucks, seconded by DeLissa with 4 in favor, Dye voted no.

Neel presented Ordinance 819 for the Council to consider:

ORDINANCE 819

AN ORDINANCE REGULATING TRAFFIC WITHIN THE CORPORATE LIMITS OF THE CITY OF MEADE, KANSAS; INCORPORATING BY REFERENCE THE “STANDARD TRAFFIC ORDINANCE FOR KANSAS CITIES,” EDITION OF 2009, PROVIDING CERTAIN PENALTIES AND REPEALING ORDINANCE NUMBER 810.

Knott made a motion to approve Ordinance 819 seconded by Hailey with all in favor.

Mayor’s Report:

Mayor wanted to remind the Council that the Judge is still looking for community service projects, if anyone has any ideas they need to contact the office.

DeLissa gave a report on the financial committee meeting. He stated that basically the general fund has dropped more than we would like to see but overall the bottom line is still in good shape.

DeLissa made a motion to go into executive session for personnel reasons of non-elected personnel for 10 minutes, seconded by Hartnett with all in favor. No action was taken.

With no further business to come before the Council, Hartnett made a motion to adjourn seconded by Hailey with all in favor.
